Short and sweet, the best answer is to call 911. Ask for shipping if the unit behind it is an unmarked vehicle. If you are unsure, a patrolman will be on the road! Stay in line with the dispatcher. Remember that all 911 calls are recorded. This is your proof if only to become an unmarked vehicle, and try to collect for failing to yield a blue light.

Urban Legends of the road: How to spot a unmarked police car and emergency numbers unlisted
It's a story has been around for years: a girl driving her car along a dark road and empty. She sees flashing lights, which is being held. But wait! Girl senses that something is "off", calls the secret number, the police are not publicly traded, and was informed the car trying to remove more does not belong to the police. She walks away to safety and police later found the man driving the wrong car to be a serial murderer wanted. OBVIOUSLY NOT REAL. But if all the rumors are based on facts, is there an issue unlisted number to call? And how can you tell if an unmarked police car flag down?
While some states have emergency "service numbers" for motorists to call, which vary across the country. For example, in Virginia, motorists are encouraged to call 911, or 77 # to get to the Highway Patrol. Warning: The state of Virginia borders many police districts. If you're in a moving vehicle near state lines, who knows where the cell tower is connected (although I should note, Maryland also uses # 77)? This is the reason why it has been drilled in the head from an early age: 9-1-1 emergency. You should always call 911 in the first case of an emergency.
On that note however, some mobile phone providers or providers of car insurance have a number of roadside assistance for non-emergency situations. Contact your service provider and store the numbers in your cell phone.
Now, in the unmarked car. Sure, there have been reports of criminals impersonating law enforcement officials. However, it is Extremely Rare and unlikely. If you ever really in doubt as to the legitimacy of the flashing lights behind you, you can call 911 to confirm that you are being detained, ask to see board official photo ID, or request to be allowed to follow the official to the Police Station. While safety is certainly a priority, remember to be extremely polite when you communicate these requests to the official. Depending the situation may not be willing or able to bind.

If there's one thing to note is that only police vehicles may use flashing blue lights in the U.S.. So if you see them, it's time to start slowing down and pull over.
